Scheduled to be examined by senators on <strong>Tuesday, November 18, 2025<\/strong>, the bill completes the laws passed on <strong>June 13 and 30, 2025<\/strong>, dedicated to the fight against drug trafficking and misappropriation of public aid. With the threefold aim of <strong>preventing fraud more effectively, punishing it more severely and recovering it more quickly<\/strong>, this project could profoundly transform the fight against social, tax and economic fraud.  <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A global response to a growing scourge<\/h3>\n\n\n\n<p>The government is insisting on the practical nature of this text, which is designed to improve <strong>fraud detection<\/strong>, modernize control methods and strengthen administrative resources. Key measures include <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Expanded access to asset databases<\/strong> for social security bodies to identify fraudsters more easily,<\/li>\n\n\n\n<li><strong>Enhanced data exchange<\/strong> between compulsory health insurance and complementary health insurance,<\/li>\n\n\n\n<li><strong>MDPH<\/strong> and APA departments <strong>can<\/strong> cross-reference information with their partners to detect possible fraud.<\/li>\n<\/ul>\n\n\n\n<p>National social security bodies will also have to set up a <strong>structured anti-fraud program<\/strong>, marking a turning point in the effectiveness of social control.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Transport: unprecedented measures for cabs and VTCs<\/h3>\n\n\n\n<p>The chauffeur-driven transport sector is at the heart of this measure. Measures include: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Obligation for jobseekers living abroad to have a <strong>bank account in France or the EU<\/strong> to receive their benefits,<\/li>\n\n\n\n<li>Extending the scope of fraud to the <strong>occupational injury<\/strong> and disease <strong>branch<\/strong>,<\/li>\n\n\n\n<li>Creation of a specific penalty system for <strong>CPF fraud<\/strong>, with the possibility of using an assumed identity for checks,<\/li>\n\n\n\n<li>Professionals in the <strong>luxury goods sector<\/strong> (watchmaking, jewelry, goldsmiths) are required to comply with anti-money laundering obligations for all goods over 10,000 euros.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Combating undeclared work and recovering undue payments<\/h3>\n\n\n\n<p>The text also aims to <strong>improve the efficiency of recovery<\/strong> of sums wrongly paid:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Creation of a <strong>social flagrance<\/strong> to take immediate action in cases of concealed work,<\/li>\n\n\n\n<li>Extension of the <strong>duty of care owed<\/strong> by <strong>principals<\/strong> to their subcontractors, and reinforcement of their financial liability in the event of infringement,<\/li>\n\n\n\n<li>Authorization for <strong>France Travail<\/strong> to carry out third-party administrative seizures and suspend benefits in the event of fraud.<\/li>\n<\/ul>\n\n\n\n<p>These measures make the control process more responsive, and give a sense of responsibility to all those involved, from the project owner to the independent carrier.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Senate amendments: an even stronger text<\/h3>\n\n\n\n<p>During the committee review, the senators strengthened several provisions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Increased <strong>fine ceilings<\/strong> for VTC platforms failing to comply with their duty of care,<\/li>\n\n\n\n<li>Tougher penalties for <strong>undeclared work<\/strong>,<\/li>\n\n\n\n<li>Extension of <strong>France Travail<\/strong> &#8216;s powers to detect and suspend benefits,<\/li>\n\n\n\n<li>Extended right of communication to <strong>CAF and social security bodies<\/strong> to facilitate the fight against fraud,<\/li>\n\n\n\n<li>Temporary suspension of <strong>third-party payment<\/strong> for policyholders convicted of fraud,<\/li>\n\n\n\n<li>Extended control of <strong>electronic payment terminals<\/strong> for companies subject to VAT,<\/li>\n\n\n\n<li>Creation of a specific penalty for<strong>obstructing the right of communication<\/strong> of financial jurisdictions,<\/li>\n\n\n\n<li>Reimbursement of <strong>prescriptions issued by healthcare professionals who have been declared unapproved<\/strong> for health insurance fraud.<\/li>\n<\/ul>\n\n\n\n<p>To find out more, read our <strong><a href=\"https:\/\/www.alpstransfers-cab.com\/en\/taxi-strike-on-september-5-2025-drivers-mobilized-in-the-face-of-health-transport-reform\/\">blog article<\/a><\/strong> on the cab strike of September 5, 2025 and the reform of medical transport.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Towards a more transparent France<\/h3>\n\n\n\n<p>This bill represents a <strong>major turning point<\/strong> in the fight against fraud. By combining prevention, control and reinforced sanctions, it protects public finances while making all economic players more accountable. The government and the Senate are thus demonstrating their determination to <strong>prevent abuse, secure public aid and establish a genuine culture of compliance<\/strong> in the country.
